Damn I am so made I have to edit my own post!
This bill would not have been so bad, had they not been pressured to do it now. There was no chance this was going to be a good bill in an off year election. (After that it makes more sense).

There was no chance this was going to be a good bill in an off year election.
But many of those up for re-election voted no (except for one of mine, Dewine).
