Note this is only the excise tax on long distance service and the 3% tax on local phone service still stands. Though I have been paying my own phone bills for nearly 30 years my refund will only go to 2003. Also no word whether this refund will also cover the excise tax collected on your cellular service.

While this repeal is long overdue, I'm certain new taxes will soon be levied on my Internet access to pay for subsidizing broadband service in rural areas.

Alot of people like me have moved over this time from 2003 to now.

How hard are they going to work to find us and give us whatever "refund" we are entitled to? What period does the refund cover?
