Well, you gotta have a program for all those guest workers to participate in. Might as well be funded by the government, aka taxpayers. (It will be, either way).

Each House has something to say about the other House's legislation, once it's been passed in the originating House. It's still news, even if only one House has passed a bill.
It isn't a matter of it getting more votes then not in the Senate. It's gotten bipartisan support both times. Just not 60.
