You USA Today map means nothing and is irrelevant. Are you familiar at all with the voters of District 12? Who did they vote for for PA Gov? Attorney General? State offices? They voted dem.
Pennsylvania is a Dem state, but Pennsylvanians are conservative democrats. And you would never know that PA has a Repub legislature, because they all act like Dems, too.
