Why did he have to be asked? When there was a question regarding Tom Delay he stepped down immediately. He didn't HAVE to be asked.

Not quite true - the leadership tried to push through a change to 1994 Contract with America rules on his behalf, so he didn't have to resign his majority leader position. They succeeded, but eventually reversed the decision - maybe from constituents giving these guys an earful. He was indicted September 2005, but only stepped down from the majority leader post in January. He said in April that he would resign from his congressional seat in June.

Do I recall that it is rule of the Democrats in the House that they should step down if indicted and the Pubbies have no such rule?

You never heard one word of Delay refusing to step down, nor did Hasert have to speak out in public requesting that he step down.
