I'm worried about the future "virtual representatives." 60-90 million legal immigrants also get counted in the Census for purposes of apportionment.

We are currently at about 650,000 people per House seat. Add 90 million to the population and we're at 850,000 per House seat. That 90 million non-citizen population will therefore account for almost 106 seats in the House and 106 electoral votes when it comes to elect a President. The actual math is a little more complicated, but not that far off. We are looking at a bill that will shift Representation in the House and power to elect the President from citizens in States without immigrant influxes to States with high immigrant or illegal alien populations creating a huge disproportion in the value of a vote.

Considering the way redistricting works and that aliens --illegal or legal -- tend to concentrate in geographic areas, many of those House members will be in districts that are mostly non-citizens. So the US citizens in Montana will get a virtual representative in Los Angeles.
