Am I totally missing the point here? They are saying their offices are off limits for investigations unless they clear it? How on earth are they interpreting it this way?

It means that the members of Congress can't be prosecuted for anything that they say on the Floor.
I do believe the CongressCritters are willfully ignoring the phrase starting with "except"
