No FR seemed to be down. I was in panic too. I found out about the briefing at like 9:30 and couldn't tell anybody.
Looking at the Forum post times, there is a gap between about 7:43 and 11ish EDT. So I think the entire site was down.

I thought it was my satellite connection. I had disconnected and reconnected my wires and repaired my connection several times and was about to call my ISP when I realized that FR was the only site down. I couldn't figure out why the upstairs computer which shares the connection was online and my computer wasn't.
I'm not addicted to FR. Noooo, not me.
