Good point. We know that 2% are bad, which means someone's not doing their job.

Good point! I think that 2% of the NOLA PD was at one time on Death Row for Murder, I do think that if someone was doing their JOB it should have been 5% or maybe 6% ....but then it starts getting too close to City Hall, and you can't go there.
