While the money may be appropriated, I seriously doubt W will spend it on the fence. His heart is bent on citizenship and guest workers, and not a fence.

Correct. The govt. has no intention to stop the flow of illegals. Building a fence and deploying the NG on the border is all a big snow job. Nothing will come of it.
