It looks like Algore is trying to imitate some of my favorite TV monster movie hosts of the 50's and 60's like John Zacherley in NYC:

"Son of Svengoolie" in Chicago:

and "Morgus" in New Orleans:

The only difference is that they had to use a lot of really gross makeup to look that way.

Thanks for posting the picture of Zacherly! I watched him every Saturday night as a kid in New York. He always has me rolling on the floor laughing in between scenes from "The Mummy" and "Dracula".
