Now, I believe it works that any human who can prove his illegality by producing a utility bill is granted legal status, permanent residence, and welfare goodies, and if he wants to be a citizen then a few paltry hurdles (that will be dropped as soon as possible) are placed in his way

Dont be fooled. the CIRA bill is very liberal and very dangerous. Bush is showing that he cannot be trusted, as he is saying things (like "temporary guest worker") that are NOT TRUE and which his own White House is helping define as something other than what is advertised...
