Is this hospital "fund" paid for with taxpayer money, or is it skimmed off of insurance premiums for folks who are responsible enough to have their own insurance?

Either way, good Americans are paying the bill, and the reckless are being rewarded.

My understanding is that this round will come straight from the federal budget...but after the money is gone...who knows. The money will not run out until after the election so there is no guarantee that there will be new money once the kitty goes dry.
