Harris County is only the first County Party to pass resolutions regarding this new tax legislation. There will be more, because grassroots Republicans know that the Republican voting base is not buying Gov. Perry's razzle dazzle bait and switch taxation. They are the ones that will have the much tougher job of turning out the vote in November, thanks to out of touch Republican officeholders in Austin and in Washington.
It isn't the voters that might stay at home in November that Gov. Perry (and other Republican candidates) should be worried about, it is the grassroots volunteers that will stay home during the campaign, that they should be worried about. Nobody wants to do the grueling job of door-to-door block-walking or phone bank calling, if you don't believe in the candidates yourself.
Mass media campaigning is not nearly as effective (or efficient) as motivated volunteers.

Some candidates with a lot of bucks learn that the hard way. Do all the signs, billboards and automated phone messages you can but without a base you almost will never win.
