they did not have wide open borders. they gave all citizens of previous colonies automatic residence. that was the mistake. they thought that would turn these individuals into French. But you cannot turn an African or Arab into a Frenchman by teaching him French. You realy need to be Gallic, which is also a racial concept. even a Germany who moves to France is not French. Maybe his grandchildren, if he is married to a French woman.
