The the EPA will go down on the dog owner for fertilizer production without a permit and charge the dog owner a fine for 2x the profit.
Which means the EPA will own the judgement and then forclose agains the home owner (because the homeowner did not read the "public" notice in the congressional record)
The case will wind its way through the supreme court and after oral argument the United States Supreme court will issue a ruling: "yes it is constitutional to have sex with animals". (Ginsberg was sleeping again but still wrote the magority opinion. Her comment "its close enough".)
