I have no problem with a guest worker program as long as it doesn't include any illegals. And as long as Mexicans and non English speaking people are not over represented. And only a small minority are "unskilled" workers.
Land mines would be cheaper. Watch towers every 200 yards
with searchlights and machine gun, plenty of razor wire,
problem solved.
