You said you wanted both done at the same time, like Bush does. So you do not want border security FIRST.
Fair enough, but you're making a circular argument and comparing apples and oranges. Reagan's was a blanket amnesty bill, with no border security. That was my point. Bush is proposing a guest worker program with BORDER SECURITY.
