Never mind that Bush doesn't spend at all, and only Congress does, but hey what are facts among friends Bush is just as guilty as the congress as he has to sign the legistlation to make it law. He can also veto it. Oh I forgot, it's against GWB's religion to Veto anything. But then we are all friends, heh?
