Tar Baby is from the Uncle Remus stories. Br'er Fox makes a baby out of tar to try to catch Br'er Rabbit. You hug the tar baby and get stuck in the tar.

I think they even had it in the Disney movie "Song Of The South." Check Wikipedia for more.
