Address border security first. Prove you can secure the border and enforce current laws before you get the chance to even try a new plan. A plan that would fail if you won't secure the border.

That line shows that he is playing us. If he really intended to actually secure the border then he wouldn't mind letting the enforcement get in place first.

By tying them together, he can get the guest worker program and then just keep saying that he is trying to secure the border and to just give him more time.
