He's talking about ending "catch and release".

Some of this good stuff has been force fed to the President by Bolton, Rove and T.Snow. The most important thing is, Bush supports the McCain-Kennedy bill, aka. "McKennedy". That is amnesty and that is unacceptable.
HR4437 is what Bush needs to sign into law.
As I understand it the fencing mentioned in the House Bill was the same, urban areas and "hot spot" areas. I never expected a plan to fence the entire border; if that is done it will have to be done in stages I think, just due to cost and logistics. I think he did sound tougher on enforcement tonight than he ever has.
I did not expect him to propose everything I want, but I do see what he outlined under enforcement as a step in the right direction and I thought his plans for illegals already here could have been worse.
Let's put it this way, I didn't scream once during this speech unlike many other times he has talked about this issue. I didn't do a lot of cheering either- but I know what I really want to happen is not that realistic.
