Bush`s guest worker proposal is amnesty. The Bracero program of 1942 was a before the fact temporary worker program and it was set up between the US and Mexico governments. Today, the illegal alien workers are already here. They've already invaded. Bush wants these illegal aliens to stay and to be given a path to citizenship, even though they're criminals. You don't get!
Any "guest worker" program, once begun, will receive endless increases in the number of "guest worker passes", by the same greedy employers who want the programs to begin with.
It will morph in no time from 100s of thousands to tens of millions on no time, as the same people who want and approve of it now use whatever number of already approved guest workers as a measure of how well it is doing. (How well for employers.)
And what can be worse than 12 million illegal immigrants? 20 milllon "guest workers" who, with perpetual renewals become semi-permanent stateless workers who are almost never in their home nation and almost always in their "temprary nation", while never a citizen where their work and never involved in being a citizen "at home".
The world already has proven, disasterous examples of massive gues worker programs and in both the sending and receiving nations the countries are socially and politically dysfunctional - the Phillipines, Saudi Arabia, UAE, Dubai and many others.
A massive guest worker program is a time bomb inside a trojan horse.
We already have "guest worker" programs. We do not need anymore.
