Meaningful penalty = a paltry few thousand. Learn English = a few words on a bogus test. Work in a job = Another forged document.

People who meet these conditions should be able to apply for citizenship but approval would not be automatic, and they will have to wait in line behind those who played by the rules and followed the law.

A short bureaucratic delay = "not automatic".

What I have just described is not amnesty it is a way for those who have broken the law to pay their debt to society, and demonstrate the character that makes a good citizen.

No, what you have described is shamnesty. A way for Bush to try to bamboozle voters so he can deliver the goods to the OBL.

Paying a fine, spending time as a guest worker, then applying for citizenship through normal channels is not amnesty.
