It was a lot to cover in 16 minutes, and ultimately it's up to Congress to write the bill. He said what he wanted out of it, but it isn't going to be a two-page bill. Obviously there will be lots of contentious details.
Legislating is messy work.
I said last night that if Bush didn't mention any punishment for employers, this would be just more "boob bait for the bubbas."
