If that is the case then an appeasement package makes no difference in terms of deterrence, but might instead have the positive side effect of improving the day-to-day lives of regular Iranians.

If Europe wants to add regular Iranians to its social support programs and bear the cost that's up to them.

Meanwhile, other means to actually deter Iran from nuclear enrichment ought to be sought - since world leaders are not capable of providing the solution the solution must come from somewhere else.
