I think he was in the habit of carrying it and may have been using it as a phone book. Shannon mentioned that Bill was planning on reactivating the account after he collected his next check. I am not sure that Bill knows it but all working cell phones should connect to 911 with or without an active account.

I'm no expert on cell phones so I'll just toss this out for what it might be worth. Could someone else pay to reactivate his cell phone and then call the phone and have the phone company trace the location of the phone? You might want to call the cell phone company and see what's possible.

I checked with his cell company and they will let me pay on his bill but will not tell me what he owes(weird). I am waiting to hear back from Shannon to check his room for his charger, I am guessing that without it the battery has lost its charge. It has been quite some time since he could have charged it. I tried sending it a text message in case he has been powering it up only occasionally but that feature is disabled also.

Thats an idea... I think someone mentioned asking the the cell company to send the message as this is extenuating circumstances. I will give it a try tomorrow.

I did hear from a CPD officer who told me that he is assigning a detective to the case and I should hear from him soon. I think they will be able to get access to the cell records.
