Does anyone know enough about the AFL/CIO to explain why they would represent BOTH the Border Patrol AND F.L.O.C.? Isn't that a HUGE conflict?

Because they too plays both sides of the aisle and they worship the almighty dollar abovt ALL else. Working in this country is just like a vote to the AFL/CIO. They could not be concerned with immigration laws or what is best for America.
