The real most likely place he states is (indeed): Canada.
Minter includes not only his observations but also Canadian sources such as Stewart Bell whose book is titled, Cold Terror: How Canada Nurtures and Exports Terrorism Around the World.
"Canada has a political climate far different from Mexico", Minter states, "one that actually defends accused terrorists."
From Stewart Bell's book:
"Canadian terrorists spill blood around the world. They are known to have taken part in the 1993 World Trade Center truck bombing in new York, as well as suicide bombings in Israel and...the Bali bombing of Oct. 2002 which killed more than 200 innocent people..."
"The list of specific government failures is extensive, from an immigration system seemingly incapable of deporting even known terrorists, to laws that have proven ineffective at shutting down charities and ethnic associations fronting for terror.<
"But it all stems from a political leadership unwilling to take a stand and secure Canadians and their allies from the violent whims of the world's assorted radicals, fundamentalists, and extremists."
That first line should read "...for Al Qaeda Terrorists to Sneak into the Homeland (the U.S.A.)"
Miniter is great and that book is an invaluable reference. I have no doubt that Canada is a great problem, but I believe it is dangerous to have this either/or attitude.
