It's simple, if a terrorist attach is launched from either Mexico or Canada we invade and create a US territory buffer state. The Texas NG and the New Hampshire NG could handle the job with no problem.
The Border between Mexico and Guatemala is a lot shorter.
Side benefit - lots of oil and cheap labor.

I know, very childish.....but on par with the "Invade Canada" line that gets thrown around all the time.
