Interesting point with the visa waiver program the I-94W visa is NONcovertable to any other class of visa. Only the I-94 is convertable to another status (ie marry us citizen, student, etc.)

The path to citizenship is 100% amnesty.

The I-94W is just a sceening form, not really a visa. It is intended to avoid the person arriving in the US only to find out that they are not allowed to come in for the reasons stated on the form

I suspect that many of the visa overstayers are students.
