Yes and no.

Guest worker program that reqires home-country sign-up and no path to citizensip is not amnesty. (Eg Cornyn-Kyl).
That is the best we can hope for out of the Senate.

The phrase 'earned legalization' that most of the Senate plans have is the code for amnesty. McCain-Kennedy say it is not 'amnesty' because the illegals pay a $2000 fine/bribe first and *then* get legal. What a crock, its amnesty.
