In case you haven't figured it out yet, standing up to Americans is immensely popular. Killing them is even more popular. Killing Jews is more popular, still.

That's exactly what I meany by getting attention, on an international scale, as opposed to a child with a behavior problem.

They are not trying to get the US's attention, nor are they "negotiating" to get something from the west. They are defying the west, taking the money, making their own nukes, and playing to the anti-American gallery. Which is a hostile grand strategy, not "trying to get attention".
