The report says that the US Military is working with the inventor to see if the technology can be employed on the HUM-V.
Hummer IS NOT building with it.

Sure they are...what are you saying? They are probably in the testbed stage. You can't test the idea without putting (building) a Hummer with HHO technology for testing. Of coarse they're not in the production stage yet........
