Perhaps this is a takeover of the CIA by John Negroponte?

The CIA already reports to the Negroponte. How can you takeover something you already control?

Well, what I mean is that perhaps the new person in charge of the CIA will be someone of his choosing, in other words, his boy. I would think that something like that would make more sense since Goss was already there and therefore not of Negroponte's choosing. That way the CIA chief would be in sync with the National Intelligence Director.
