My question to you is simple: If the "government" can't track all the illegal aliens (whether they are visa violators or invasion forces) currently in our country, how will it track a new "guest worker" program? I wonder if many have stopped to think just how few of these people will actually find an employer who is willing to stand up and register for them and say that they mean to employ them for six years. Sounds like an excellent screening mechanism to me. You want to make it stiffer? Make them buy health insrance as a condition. Everyone else leave now!

Your post illustrates why this was not done yesterday. The INS was a complete antiquated disaster, and they have prioritized tasks ahead of this, namely terrorists, biometrics on visas, and criminals (gangs and drugs). The peaceful intruders were last priority.
