Maybe it has something to do with the President giving a speech on immigration next Monday night at 8:00 PM eastern time. Sure hope Tony Snow has talked some sense into the President regarding immigration.

IIRC, Tony has been in agreement with the President on this all along.
See, the thing about a "guest worker" program is that we already have one, the visa program.
So, the President's "guest worker" program is actually Ted Kennedy's 1986 amnesty redux.
I frankly do not look forward to the speech.
