The media read websites like FR, and they can see all the talk of staying home, supporting Democrats, supporting third parties, favoring impeachment.

The Post and others are in full scale reinforcement of conservative discouragement: "It's no use voting. Bush is at 31%, he can never recover, Republicans are turning on each other."

Bush could turn it around on a dime.

WHY DOESN'T HE??

It's not true that he can turn it around on a dime.
Any shift in his positions will be suspicious, any action takes time to sink in ... Bush can improve his poll numbers and we all know that spending and immigration are top issues for conservatives now, so he simply have to move right on these 2 issues and he would regain base support.
Add successes in Iraq and/or GWOT and you have a formula for getting back in the game.
But its naive to think he can simply fix it overnight with a speech or two.

That is the question. WHY WON'T HE???? he has the ability, he has the opportunity, but he sits there like a deaf mute while the Clintons and the Dems run circles around him and the senate Republicans. What point is there for the House to act when they get no support from the upper chamber and the WH?
