There's a chance it was a "plant" in order to test someone, or fool someone.
If I was in Washington and my life depended on discretion, I would periodically be planting items of interest, then watching to see just who picked it up and what exactly they did with the information, say for example, run to the press. Aren't they investigating the leaks to the press right now?

If they see or hear you coming, it's like the perfect crew having a perfect day in "Smurf-Land".
The only way around it is to set a trap or two. It ain't easy...they have their own "radar" and they always know where you are.

There's a chance it was a "plant" in order to test someone, or fool someone.That's what I was thinking. I mean, the thing was just laying there, not even in a bin. Also, throwing intenerary out BEFORE the trip seems a bit odd.

I bet it was a former Clinton staffer that still works in the White House. He may have also been attempting to pass the schedule to terrorists.
