I think that what we might conclude from this pretty little speech that was written for Putin to deliver, is that the Russian military is flexing it's remaining muscles while it can, as hard as it can, and if Putin doesn' opt for more guns than butter, the message has most likely been subtly delivered to Poot, "you too, can end up like Gorbachev".
I see a U.S./Russian confrontation is being all but inevitable and our government better get rid of their damn perestroika blinders and take a good look around.
I don't think the Ruskies will ever fully grasp Capitalism or freedom like we know it...
