Employers are required. The form and process is an absolute joke.

Goes like this. The employer is required to ask for either ID from column A OR a multiple from B and C. But the authenticity of the documents is solely up to the employers discretion.

"You must examine the document(s) and, if they reasonably appear on their face to be genuine and to relate to the person presenting them, you must accept them." - uscis.gov

The employer is not require to maintain copies of these documents, and there's even a provision for the employees portion of the form to be filled out by a "Preparer and/or Translator", which requires nothing more than an address and signature.
Basically, Illegal #2 vouches for Illegal #1.
