In San Diego, the document referred to a meeting with Border Patrol Chief Darryl Griffen stating that "Mr. Griffen reiterated to the undersecretary his promise to notify the General Consul right away when the vigilantes detain or participate in the detention of any undocumented migrant."I don't believe this is part of that treaty, is it???
