As I recall there was a similar story about a year ago about foreign diplomats not paying their parking tickets in New York. It's just diplomat arrogance and not limited to any nation. It's not like these fees aren't a write off, they are just being lazy.

It's not the same thing as a parking ticket. Parking tickets are avoidable - don't park illegally.

There's a treaty that says diplomats aren't subject to tax, including local taxes. The congestion charge is arguably a tax on anyone who wants to drive in Central London during peak times. Since the US Embassy is in the congestion zone, there's really no way to avoid the charge.

So it the congestion charge, don't drive downtown. Both are about your car being where it is not supposed to be. We charge to park they charge to drive downtown. No difference.
