From what I recall reading at the time, there was also a lot of pressure from EU (France in particular) for Turkey to not accept the U.S. Northern Front deal. Basically threathening to derail Turkey's EU accession talks if they let U.S. enter Iraq from their border.
You recall correctly, I believe. It didn't help Turkey at all for EU status but did PO lots of Americans with keyboard opinions...apparently.
