It really doesn't matter. This whole VCCR diatribe is such a weak excuse for selling out the Minutemen that you won't even hear Bush use it. If he quoted international law as an excuse for not securing the border and providing intelligence to the Mexican government republicans would call for his impeachment.
Then maybe we should be calling for his impeachment. Bush's actions against the interests and security of our nation are treason. Impeach him.
