I smell State Department orders given to Border Patrol via Fox Buddy Bush. Keep it up Bush. When the people turn on the GOP in November you can claim all the credit due to ya for making it all possible.
This is the kind of thing that makes me wonder if Bush truly wants to win in Iraq. He openly promotes that we should have a restricted and ineffective Border Patrol. Is he telling the troop commanders in Iraq to conduct restricted and therefore ineffective tactical operations against the enemy?
Correct on the State Department origin, not correct on the reason.
It's a longstanding requirement of international law. Basically, the country of origin (ANY country of origin) has a right to the following if their citizens are arrested in a foreign country:
1. Access to the detainee by a consular officer.
2. A detailed report of the arrest (i.e., location, date, time, reason for arrest, name of arresting individual(s), etc.)
3. Access to the arresting individual(s) for an interview.
