You think they're going to try to do this by statute alone? Good luck. It doesn't matter if they don't "feel burdened", there's no way in hell the courts would uphold something like that.

It'll be 24/7 media about how "unfair" it is that a few people in fly-over country get so much power, while folks in California and New York pay in more than they recieve, and how that would change to buy their vote......
