Last year Bush tried to reform social security, but the public said, NO. There are too many middle-class conservatives who have planned their retirement on a government pension. There are too many "conservatives" who want their own bridge to nowhere. There are too many who grumble about the tax code but don't want their favoite loophole closed. So, do you have the votes?
