There is no consensus about what to do about the 10 million illegals already in the country, or about future immigration policy. What is not controversial is that it is the job of the Federal government to control the borders. Mr. Bush flaunts this duty and insists on winking at the border. THAT is what is infuriating natural allies of the Republican party.
