Look at what they have now, a half turret of heavy metal plates and a bulky suit. Ad a clear lexan top to the turret and not a lot of weight will have been added. Toss in some fans and an outlet to the AC system the hummer already has and you are good to go. Hummers have plenty of engine power. A little extra draw on the electrical system is not going to slow it down much. It is not exactly running races on patrols so speed is not an issue. Seriously we are talking between 30 200 pounds extra depending on various factors on something that is basically a truck. Go tell someone worth a big truck that you don't think his truck could handle 200 extra pounds at highway speed. ;-D
The up-armor hummer is already carrying a LOT more weight than the standard model. That weapon system has a lot of flexibility since that was one of the main points of building it. They have ones with powered missile turrets on the back, big ambulance attachments, mobile command posts full of radios and computers, radar units. All kinds of big heavy stuff that needs lots of power from the engine.
